 Description   

Implement part of RPCs defined in CONTROLLER-1597.

Some scenarios needs control over which cluster member removes a shard replica and when.
CONTROLLER-1597 defines few RPCs needed for Robot tests to exercise such control.

Currently that would be ll:remove-shard-replica ll:add-shard-replica.
Note that these are likely to change before CONTROLLER-1597 is done.
