 Description   

Sam Hague has asked me if & how he could write a unit test to ensure src/main/resources/initial/*-config.xml used in odl:clustered-app-config is valid.

He would like to use this for example in https://git.opendaylight.org/gerrit/#/c/55779/

Looking at org.opendaylight.controller.blueprint.ext.DataStoreAppConfigMetadata, that should be possible - but would take a few hours of work and refactoring..
