 Description   

Steps to reproduce,
1. Bring up a 3 node cluster
2. Kill the controller process for member-1.
3. Execute "mvn clean install" in this node to clear the runtime environment. Restore cluster configuration.(akka.conf etc.)
4. Restart the member-1 and it can't start up with excepition(show in attachment). The cluster can be started only if all nodes' runtime environment are emptied.

We do this experiment to simulate the scene of replacing the hard disk.
