 Description   

Cannot flip voting status to Secondary when all Voting nodes in Primary are down with Nitrogen-SR1. However, it works good on Boron-SR3
Steps to recreate:

1. Setup a geo-cluster with 1,2,3 as voting and 4,5,6 as non-voting
– make sure first node in the list is node 1 (seed-node) 
2. Bring down all nodes in Primary
3. Flip voting node to Secondary

Expected Result:

1a. Geo Cluster should be formed with node from primary as leader and 5 followers
2a. Node 4, 5, & 6 should be reachable
3a. Secondary should start election, with leader elected and cluster should be formed

Actual Result:

Fails at Step 3 and does not change the voting status.This works good in 4.3.0.

Not reproducible - we tested Nitrogen SRx internally a while back and did not see any such issue. Plus there's been no changes in this area for quite some time. If the creator can still reproduce then we'd need to enable some debug.

Okay, chethana7 we're waiting for your confirmation, if we do not hear back we'll close this issue as unreproducible.
