 Description   

As part of other changes being made across odl to bring YANG 1.1 action support, the controller has to be updated to utilize the DOMActionService and DOMActionServiceProvider within the sal-remoterpc-connector to allow actions to work through clustering similarly to RPC's.

It relies upon NETCONF-617 in order to verify that the code is working as expected - without the netconf-testtool and the ability to run actions through it we've no way to show that the functionality would work in a real environment using either integration tests or e2e tests. Since the netconf-testtool can test actions however I should be able to run these tests once the restconf side is done for actions.
