 Description   

No extra details at this time, but there is some problem bring up the controller and
an initial call to jolokia/read/org.opendaylight.controller:Category=ShardManager,name=shard-manager-config,type=DistributedConfigDatastore is giving back a 401 unauthorized

this happens in Aluminium as well as Magnesium
