External issue ID: 624
Priority: High

 Description

Now that the persister is not using the TCP port, we should be able to startup without the local TCP port. Removing the following entries from opendaylight/distribution/opendaylight/src/main/resources/configuration/config.ini:

netconf.tcp.address=127.0.0.1
netconf.tcp.port=8383

should be completely optional, yet they break activation. The default should have them commented out, as they are potentially useful for debugging.
