When OSGi container is shut down, we cannot guarantee stop order of bundles. It can happen that one or more ModuleFactory instances will not be available in SR. For this reason it is needed to use local reference instead of SR lookup when ModuleFactory is not available in SR. |

When the issue is solved, remove stopping config-manager in shutdown-impl |
