This is an auxillary issue identified in exploring the fix to https://bugs.opendaylight.org/show_bug.cgi?id=1099 When we attempt to load a configuration that requires capabilities that are not present for whatever reason (meaning missing bundle) a confusing error is produced for the user. This bug is to continue the discussion of what may be the correct thing to do to address that. |

The important question here is whom is providing the error message in this case? The underlying OSGi core? Karaf? or ODL project(s)? |
