It is reporting these issues, but it is very useful for debugging issues in yang/netconf/persister. Since no component that would enforce bundle order startup is present in ODL, there is no way not to have these issues. Only thing I can suggest is not to log to sysout at all and only log to a file. A plan on how to fix this and similar initialization problems must be created.
