 Description   

Accoriding to the OF 1.0 and 1.3 specification the Echo Reply must have the same payload as the corresponding Echo Request

The ODP sends an empty payload in the Reply message right now.

Reassigning to controller as this is a bug against the old OF10 plugin (I think its been fixed though, needs verify).
