Ed's changes helped fix some of the issues, but unfortunately I think there is still one issue outstanding. The sal-karaf-xsql tries to import sal-dom-xsql as a "bundle" for a type, even though it is really a jar.

Since this bug is essentially the same thing, and is still opened, I will piggy back my fix on this.

This issue prevents builds from running in environments that don't have access to the old "bundle" tagged version of the file.

I think i am also hitting the same issue when i tried to build the features of openflowplugin project.

[ERROR] Failed to execute goal on project features-openflowplugin: Could not resolve dependencies for project org.opendaylight.openflowplugin:features-openflowplugin:jar:0.0.3-SNAPSHOT: Could not find artifact org.opendaylight.controller:sal-dom-xsql:bundle:1.1-SNAPSHOT in opendaylight-snapshot (http://nexus.opendaylight.org/content/repositories/opendaylight.snapshot) -> [Help 1]
