Description

sal-rest-apidocs fails to function properly when restconf has aaa-authn enabled.

Reproduction steps:

cd integration/distributions/extra/karaf
mvn clean install
cd target/assembly/bin
./karaf
feature:install odl-aaa-authn odl-restconf odl-toaster odl-mdsal-apidocs

Point a browser at:

http://localhost:8181/apidoc/explorer/index.html

drill down to

operational/toaster:toaster

You will get a 401 error for no authorization.
