Used a 2-node cluster.

Mininet:
1 switch, 2 hosts on ControllerA.
1 switch, 2 hosts on ControllerB.

Topology & Inventory were correctly read.

I don't have logs.

Not sure how this is a bug. A 2-node/3-node cluster where 2 nodes are up and running would constitute a majority and writes should be allowed.
