Each page when displayed in read the docs should provide a next and previous links to the next and previous pages inside the given document.

The above patch switches our theme to a bootstrap based theme which appears to give us the next and previous links.

It does, but they're somewhat clumsy in that:
a. they're at the top of the page
b. they list the title of the previous and next sections, which makes it not obvious that they're actually previous and next links
c. they're often cut off with a ... because section titles are too long
