Currently, broken :ref: links don't result in a -1 from the Verify job. It would be good if they did. Similarly for :doc: links.

I think this call checks for refs.

Reopening since it doesn't appear we ever actually turned on docs-linkcheck and there is some work to be done to fix the links to ensure it passes.

Finally got around to closing this out. I've pushed patches to stable/magnesium and master (Aluminium) to enable the linkchecker and resolve any broken links. Magnesium and forward should now have a link checker to validate our docs links.
