We don't want to publish release notes for a new release that is coming from an inactive
or archived project and could potentially be from years ago. The same concept is there
in the DOCS-79 jira. Read that jira for more ideas around this.

we are planning to remove all project docs (user guide, release notes, maybe others) as part of the release process. Projects are
then responsible for adding these back.

plan is to remove these files and we need a way to remember to do this every release.

project specific release notes were removed already, but the release-notes main page still has some cleanup to be done.
