I think it's not getting updated because we removed the link from developer-guide in RST. It turns out sphinx only generates docs if they are linked from somewhere starting from index.rst.

clavoy is going to re-add the dev-doc link on the index page.

Doh, my mistake here. I never actually clicked the submit button so that patch was never actually merged, which explains why it never showed up on the site. I can confirm it works now
