 Description   

The Helium release did not include support for the Operational Data Store in Group Based Policy. This must be added.

Please note deadline.

1. Follow doc step-by-step guide to ensure compliance with structure.
2. For each Doc Guide, please create a google doc on our shared drive under new folder "Documentation" with stubs for functionality/features etc per guidelines.
3. Submit gerrits for stub of docs where needed with the adoc structure.
4. Raise bugs to each of us (one bug each) with link to gerrits etc we need to put our documentation tasks.

Intent is we will use the gdoc outline to assign pieces to Martin, yourself and I to iterate over.
