This bug is for tracking a change in the Openflow plugin API post M4 API freeze. The API change is to be able to use an upgraded version of OVS with NSH. The new version of OVS is branched from OVS 2.5.90 and was prepared by Yi Yang. The change to the Openflow plugin is to use the new OVS 2.5.90 NSH APIs.
