 Description   

If Qrouter is employed, mapping of data from Openstack to ODL looks as following:

(Openstack) neutron router-create r1
(ODL) neutron:neutron/routers/router/<router-id> -> not written
(Openstack) neutron router-interface-add r1 subnet=<subnet-id>
(ODL) neutron:neutron/ports/port/<port-id> -> written
Router's port will be written to datastore, but not router itself.

This logic is not addressed in Neutron-vpp-mapper and therefore creating of tap port for Qrouter is block.
