Gre tunnels. However not all versions of OVS support this. So we end up creating invalid ports on switches that don't support it. This wasn't much of an issue when this first came in as idea was to only use with devices that support it, but it has an upgradability impact.

Master patch merged, Oxygen patch is pending. Will update once pushed as there are conflicts so can't do through Gerrit.
