vorburger : ResourceManager has only datastore reads. and no writes. In such cases, do we have to migrate?

No if that is the case then that's not as a priority, IMHO. skitt may want to chime in here.

On 2nd thought, just like in GENIUS-184, we should still add the enforcement to make sure that it is not added in the future (non-regression), so can you add the respective checkstyle section to resourcemanager?
