 Description   

If there is a setup with 3 or more nodes that needs to be connected through VXLAN the tunnels are not created as they should.

Fixing this bug is crucial for FDS to work so its a blocking bug for us. This is needed to be done until the Colorado release on 2016-09-16.
VXLAN tunneling doesn`t work without a fix for this bug and any configuration of VXLAN tunneling on VPP will be corrupted and useless without the fix.

Has this bug been verified as fixed in the latest Boron RC 3.1 Build?

Verified to work by me and Juraj Linkes for the latest Boron build
