 Description   

Refactor the Int/Pack tests that install ODL's RPM and run validations against it to work in a clean environment (centos/7 VM?), not directly on the build VM. Those tests are not catching the mono issue in INTPAK-10 because the build VM has a repo that isn't normally present on CentOS.

This relates to Manuel's work to add openSUSE RPM build support, as he's using a container to get a SUSE box vs adding a new image to CI.

We're doing this for some builds but not all. Need to audit which, finish.
