Carbon SR4 has been released:

Do all the normal things to promote it as a release, see INTPAK-141 comments for how it went last time.

Puppet looks okay, only needs to be updated for major versions. Ansible is already past Carbon, no update needed.

The packaging unit and functional tests don't touch Carbon anymore, so no updated needed there.
