 Description   

Some puppet-opendaylight Beaker tests (puppet-test-sanity-fluorine at
least) are complaining about missing netstat. Install net-tools to get
netstat.

This doesn't work because the tests are running in containers managed by Beaker, not the host system where we are installing this. Need to maybe just find way to not use netstat in the puppet-odl tests.
