 Description   

Make sure all VM and containers for all supported ODL versions are up-to-date on Atlas and DockerHub. Should wait for containers/VMs that have been built by under-dev Packer build jobs.

This is not happening because I want to use automated logic, and INTPAK-12 is stuck.
