 Description   

Adding features via the featuresBoot line in org.apache.karaf.features.cfg and restarting OpenDaylight no longer works. This is a change in OpenDaylight related to feature loading. The new recommended method is using the feature:install interactive Karaf shell command, but that's not a good option for configuration management tooling (ODL needs to be up first etc).

This breaks adding features to ODL with puppet-opendaylight after the initial puppet-apply.

This was the cause of INTPAK-11 - restconf feature installed by password check test wasn't being loaded.

Might should add a test that shows this failure clearly.
