 Description   

I did some much-needed refactoring of the Debian example Dockerfile in 54072, but it seems I actually also broke it. For one, it's not possible to install directly from a URL (the equivalent of `dnf install -y <url to RPM>` with apt). Need something like

> curl -o opendaylight_5.0.0-1_all.deb http://ftp.gwdg.de/pub/opensuse/repositories/home:/akshitajha/xUbuntu_16.04/all/opendaylight_5.0.0-1_all.deb && dpkg --install ./opendaylight_5.0.0-1_all.deb

There are other problems with dependencies after that's fixed. Should look at packaging/deb/Dockerfile for guidance.

I have no idea if this is still a problem. Still a very low priority.
