 Description   

should be a quick test case to add. In the notifications suite we can
add a check before and after creating the subscription to do a GET on

http://<controller ip>:<port>/restconf/streams

A valid response should be seen both times. The bug is that it's a good response
before you create the subscription, but after it's throwing an erorr.

For completeness can you add one more step to do a GET on /streams before the subscription is
created?

I know, but I think having it before the create subscription happens is also a
good check. At least I remember reading some symptom in some bug that doing a GET /streams
before had one response (good or bad, I can't remember) but doing the GET /streams
after the subscription was created had a different response.
