 Description   

if min or mbs is oversized (reach the limit), when create another contentInstance, rerun RPC error(500), does not contain more error message(so the customer does not know where goes wrong), and the stateTag will still be incremented. If return error, the stateTag should not be incremented.

Hi Cangji
I submitted code into Lithium a while back to fix this. It should be fixed. Note that I had not been porting these fixes to the master branch until yesterday so if you were testing master then you would not have had this fix. If you grab the latest code out of stable lithium or master, this should be fixed now.
