 Description   

If the json-rpc-over-zmq request times out, the ZMQ stack is never re-initialized.

  1. The request is repeated when the peer comes back despite it being canceled by ODL
  2. ODL gets stuck in all kinds of interesting ways - not shutting down, etc as a result.
