When a link is removed from a node, the rules that outputs traffic to that port's link neither the rules that have it's ingress port that port's links aren't removed.
When a link attached to a host is removed, the host is removed, by hosttracker, from MD-SAL. However when that same link is re attached the host doesn't appear since the traffic isn't redirected to the controller because the rules weren't removed.
