to reproduce it

1、start controller with odl-l2switch-all feature
2、start mininet with 2 switch and each switch with 200 hosts
3、in the mininet console, run
switch s1 stop

4、there are still 2 or 3 hosts in the topology, the hosts belong to the s1 switch,
Normally, these host nodes should disappear.
