 Description   

The implementation of neutron service still uses neutron I*Aware interface.
Which will be removed in Boron cycle.

The implementation should use MD-SAL. otherwise the code should be removed.
It iprevents to merge the patch to remove I*Aware interface

Temporarily lispflowmapping/neutron is disabled in lispflowmapping build, and in the integration/release until we migrate the code to the new Neutron API.
