 Description   

After adding a key for the whole IPv4 EID space under 0.0.0.0/0 for example I can't add a key for another (more specific prefix) using RPCs, I get the error "Key already exists! Please use update-key if you want to change it." However, in this case I'm not trying to update an existing key, I'm trying to add a new key.

Moreover, this behavior is inconsistent with how mappings are added, where an "add" operation is also an "update" operation. This is a separate issue, but if the behavior would be harmonized, this bug would be resolved.
