With equinox mappingservice-netconf was spun up by a configuration file in configuration/initial loaded after md-sal and netconf. This mechanism has to be ported to karaf. |

The issue is still present, but given that we will not include the netconf bundle in the release features, I'll mark it as won't fix. |
