 Description   

The AD-SAL/Tomcat based northbound service was deprecated in Lithium in favor of RESTCONF and RPC interfaces. Yet, the feature is still being loaded with the odl-lispflowmapping-all feature, which is the only user facing feature currently, resulting in many other deprecated dependencies being pulled in. That may lead to controller instability and hard to debug Heisenbugs. The deprecated northbound feature should be removed from the user facing feature, while kept around separately for those who really need it.
