 Description   

There are two cases when this is important.

1) A southbound mapping for an EID exists, but the northbound mapping overrides it;
2) A northbound mapping for an EID exists, and the newly created mapping is a source/dest with the dest being the EID.

In both cases subscribers to the EID should receive an SMR to check for the current policy.
