 Description   

In order for MD-SAL to completely work without all of the clustering infrastructure, as defined by controller's odl-mdsal-broker-local feature, we need a simplistic (single-node) implementation of org.opendaylight.mdsal.eos.dom.api.DOMEntityOwnershipService.

Provide such an implementation in mdsal-eos-dom-simple, so that it can be used in odl-mdsal-broker-local.
