BindingReflections.isSubstitutionFor() is used only by mdsal-binding-dom-codec and as noted in a FIXME we should be able to express it in terms of GeneratedType inspection.

Eliminate the use of this method from mdsal-binding-dom-codec and deprecate it for removal.
