 Description   

The reconnect logic in netconf-netty-util is rather ugly – as it works behind the scenes without the ability for users to influence things. It is also a thread-safety nightmare, which is better done at higher layers.

This has a tie-in with NETCONF-925, which also wants to reconnect things.
