 Description   

RestconfStateStreamsTest contains unused methods verifyDeviations and verifyLoadedModules.

Investigate git history and try to recover the test logic which were using them or prove that the methods are no more needed and remove them (with explanation).

I think we can remove these methods.
Test which was using these methods was remoeved by:
https://git.opendaylight.org/gerrit/c/netconf/+/107210
also with the tested method/class. 

The tested method was marked as @VisibleForTesting and the
orgina functionality is no longer present. 

The original class's functionality was split in NETCONF-668
the related part is provided by YangLibraryWriter and is tested 
by YangLibraryWriterTest.
