 Description   

The protocol framework reconnects immediately(and infinitely) if the connection fails during negotiation. If the connection cannot be established at all this results in a TCP/IP stack saturation

This was observed with the SR2 distribution of helium, but is most likely present on master as well

I dont think this should be moved to ADSAL. But it needs to be verified ... not sure if still present

Needs to be verified on current code if still present since afaik there won't be anymore sr release for Helium.
