 Description   

Call home devices are mounted in the NETCONF topology. Clients can check their status there, but it would be more convenient for clients to have a dedicated operational model (that can also be enriched in the future). This model can show current state like Connected, Disconnected, etc.

This is related to the original call home implementation (NETCONF-5) and using standard server models (NETCONF-364).

The devices already exist on the config side, so this issue is about creating an operational counterpart.
