 Description   

Recent Carbon snapshot builds. Both only [0] and all [1]. Not seen on 1node job (with non-cluster feature).

Nothing relevant in karaf.log, restperfclient log contains:

Also does not happen when the netconf testtool uses "--md-sal true".
In 3node test, the point is the member receiving restconf request is different from device owner (and ownership shard Leader).
