 Description   

We should try not to write modules-state to operational DS, but instead upon receiving GET request for modules-state, we should try to generate modules-state data.

This can prevent concurrent modifications to this state in clustered setting (see NETCONF-346). Moreover, nodes in cluster do not have to support same yang models, so each node can generate own modules-state data.
