Sorry, previous comment is a typo.

You can view NETCONF project in two parts. There is a northbound part, that is netconf server implementation for CSS and MDSAL. The netconf client, we are using to connect and mount other netconf devices forms a southbound part.

We should rename NETCONF project's artifacts, so it would be obvious whether they form NETCONF northbound or NETCONF southbound.
