is duplicated by NETCONF-21 ODL client does not support edit hell... Resolved

 Description

Certain devices are not very tolerant of the received HELLO message from ODL.  That is, some completely balk at our simple HELLO message, for various interoperability reasons.  One such solution is to allow a configurable hello message per netconf mount point, so that users may specify the HELLO message that should be sent to the underlying NETCONF southbound device.
